Definitely, the issue has not been seeing as being significant. This may be because many members of Quora has not experienced the issue. If the members yearn for it, it is obviously true that the administrator will do something about it.

maybe because while it may be looking like a scam it's actually not? let's say if we think about it how can we be certain that an advertisement is a scam just because it has the word bitcoin in it? that would give a false information sort of and many people might see and associate the word bitcoin as "scam" even if in fact it's not.

But there should be an option or a section where you can discuss with an admin or official right? If yes then You can use that as a means of telling them what you are experiencing and as well what you would like them to add.
