Not that many cases of Paypal account being hacked anyway. Besides using strong password and 2fa, don't treat your Paypal account as saving account since it's not a bank, withdraw regularly.

I don't think link of your card to verify your PayPal will prevent your account from been hacked rather it prevent it from be freeze by PayPal.

It is not advisable at all for VPN to access paypal, if they decode it , the freeze the account outrightly, I prefer not to use because my country is not permitted to receive money through PayPal only to send but some people uses VPN which I don't succumb to.

PayPal is quite safe but you can even keep your account safer by watching the types of websites to input your PayPal login details into and give permission to your account, you can also enable two factor authentication to further keep it safe.
