You can't really expect to have a true passive income with just referrals, unless you have a popular You Tube channel that'll bring in fresh refs everyday.

Good refferrals who duplicate your effort isn't easy to obtain, but you may creat a blog or a facebook page, then you create a good content. On facebook you share it. You can include part of your blog content on your page on facebook and share it too. You can spend money by spread your social media and blog on Google ADS and Facebook. If you have money you can contract some person to do it to you.
It's the best practice to buy refferals.

I agree with you, at first people might be skeptical about it but your confidence and presentation will make them buy it and if it is good they will check on you so it is when promoting a site , if you are confident and have enough valid payment proof people will follow your referal link.

The type of traffic is usually not laser targeted. It is really not a surprise that only a few of them are active.

There's no such thing. If you can buy referrals then most likely those referrals are bots owned by ptc sites that they rent to you. You can also convince your friend to do the task for you but if you caught cheating then be ready to get banned.

You can post your federal link on social medium platforms or comment site, it may take more than just putting your referral link but you will need to give a brief description about the site and why they should click the link

Point of correction it is not federal link but rather referal link,social media is the best you can get traffic from there forum is another good way to do that,or if you know how to do seo then write about your product and services post your article for google so that it can be index for free traffic.

you can get referrals by advertising on PTC sites, though take in mind that some people may have already advertised the site that you want to advertised so you would get lesser chance of getting referrals, I would not advise on buying referrals as most of them are just gonna go inactive
