Progressive betting means adjusting your bet size using a certain formula. The most well-known progressive betting system is the Martingale system, which doubles your bet size every time you lose. Let's say on roulette you lose $1 on round 1, you then bet $2 on round 2 so that you'll get a $2 profit that will cover your previous $1 loss, plus $1 profit. After winning the round, you have to reset the base bet to $1 and start over. Because you increase the stake after losing, this system is called negative progression.
Conversely, there's the Paroli system. This is the exact opposite of Martingale system, therefore often called anti-Martingale or reverse Martingale. Let's say on roulette you win $1 on round 1, you then use the profit to bet $2 on round 2 so that you'll get a $2 profit (and +$1 previously). After losing the round, you have to reset the base bet to $1 and start over. Because you increase the stake after winning, this system is called positive progression.
