Yes, I am pretty certain that crowdflower elite is available worldwide and I guess you can have a lot of tasks once you leveled up your badge. The higher your badge is, the more you have access to tasks. But currently, I only have few tasks available since I have reached maximum number of tasks for most jobs. I was able to reach $35 in a week. So I am sure anyone can also achieve it.
