I wanted to make a website and put ads on it but my problem was how to promote my site so that I could get great traffic at the lowest cost

It all depends on your site content and whether you are creating a website just to make money from ads or you want to create quality website with good content that will bring visitors from organic traffic by itself.
You have to read the requirements of the ad network about the traffic source - if it accepts all kinds of traffic, you can even buy cheap traffic on seoclerks or fiverr and generate ad impressions with it. Or you can put your site in traffic exchange sites like EasyHits4U. But this type of traffic is not accepted from every ad network and Google Adsense won't work for sure.
I use a-ads on my blog and they don't have any requirements for the traffic you get.

I completely agreed with your viewpoint till you bring easyhits4u. No affiliate marketer made money with suhc traffic. Nobody using adsense survived with it. You can see that nobody wants to use such fake traffic. here people are compensated with fake traffic. You just have to consider that some of such ways to bring traffic are really not worth it. So on that point i'd say you should avoid going for shady traffic.

Social media trolling. lol. What I am pointing is you should try Social media marketing as it brings more traffic just don't get caught spamming to avoid blocking of your account. You should Pinterest, Instagram shouting and twitter hashtags to realize the best way in bringing large traffic your website or blog resulting to more money right? anyways, traffic will just be the result of a good looking website i guess. Better content and cool stuff on your website will invite visitors as well.

Driving traffic can be done in two ways.Is either you drive the traffic your self or you pay for the service with some advertising platform.

Free traffic can come from social media,you could open account with almost all the social media online from Facebook,twitter,instagram,pinterest,gooleplus,whatsapp and the rest.Just continue to advertise it and make a good description about the site though in polite way but also in a persuasive way.

you could also have a mailing list,it either you buy it on a freelancing site or you gather them yourself and be mailing them about the site.

For the paid traffic,you could buy an advertising package from advertising platform and your ads banners would be added to their sites which help drive traffic.You could also pay blogs and forums owner to help advertise your blog.So it up to you to make your choice,is either you pick one or you run the two.

I think reddit is best way to get traffic on your site. Reddit can give you massive traffic if you have karma, i have seen my friends having more than 100k visitors just from reddit also the traffic is from US so we can make a lot of dollars.

One of the best ways to get traffic to your blog/website is to search for videos on YouTube that are related to the niche, comment something positive about the video and then share the link to your website in the end, make it sound natural, not like you are commenting for promotion of your blog. This gives amazing results.

You can also share your link on forums that has a related topic to your niche.

totally agree with this. You can also place some hashtags , so people can easily find you. I notice in twitter, Instagram and Pinterest that once you place an hashtags, you can check and identify the things that you like.

sometimes posting from other blogs/Youtube with your link, they got deleted because owners from those don't want other people leave their own site or channel because of your link so just be careful not to piss the owners. lol

Well,the best thing is to search for the cheapest advertising network(you have to find it yourself,because nobody will tell you).Or if you have social media followers,you can try there to advertise your site.Actually this one would be the cheapest advertising mode,because you don't have to pay for it.
