This is a fake ICO. When you click the "White Paper" link on their website, Telegram ICO white paper will appear not Samsung. Let's say they've only tested Telegram block chain, Cointelegraph and other crypto news sites will report way ahead before the ICO happens.

There are alot of things sketchy about this ICO, why does a big company like Samsung with lots of big investors need an ICO to raise fund? also why do Samsung not mention of this in any of their conferences.

Looking at the website, they seems to be referring to Samsung as a product (cryptocurrency) rather than a company. This looks like a scam to me, I just urge anyone planning to invest in this to be careful and do proper research.
