I exchange my BTC with sites that exchange BTC for my national currency like TopupGold.com but don't know if it for every other countries. Better still look for an exchanger in your country and exchange the coins and he will fund your account with your country's currency.

I have dogecoin and bitcoin and can't use any popular exchange as the minimum is too high which i don't have i have to exchange small amount fees is very high !!.

Which is your country? If it's asia, then chances of conversion are low. In case of US there are some private buyers which you can find on localbitcoin website. You can ask them for specific altcoin sales. And I am sure you can find them on the market for this. I dont know in any other case chances of local currency conversion are low these days.
