I couldn't find the app on the Google play store. Is it available for international members?

The reviews about these apps are always very short and leave one with indecision because one isn't so sure of what to expect this might be a real waste of time because I didn't see any payment proof online,and it might not be for international users.

This is a great idea if it was only for answering questions. I hate to have tons of ads sent to my phone. I use my phone for business and to receive all these ads is annoying.

If they are asking for your phone number to send text messages in the form of ads then this app is only for the US. I am sure of this because that is how it works and it won't accept phone numbers worldwide on this one.
