Hi friend good day ! you can make website for Free and no hassle and easy to set up and understand ! cause the websites itself guides you the name of that website is WIX ! and it allows users to create HTML5 web sites and mobile sites through the use of online drag and drop tools. and its no fee to join! thiers some options too like wordpress and bloggers but these are old free websites. Wix is the newest one and gaining popularity i read before in a blog and some forum sites even hackers use Wix websites!

I think depending on how you mean by creating website things would change. Some places allow you to use their website builder. Some places have wordpress where you can use themes. Some places allow php, mysql,python etc. And depending on these set of choices, you have to make a website. and then you have to choose the right option for yourself. it would also be a good idea to use wix for a few days, but also start learning HTML+CSS meanwhile (w3schools rocks). wix also has the option to view the source code of your website, so you could learn how they did certain things and implement them + your own ideas in parallel
