You can signup easily, but you will need a debit card or a bank account to transfer money.
They have a fee depending from which country you are.
Sometimes it is a fixed fee, like for my country and sometimes it is different depending on a sum.

Make sure you use real information, real address so you don't have problems with this company.
You need a bank account or VISA/MASTERCARD to send and withdraw your money. Good luck!

Go on to paypal PH, you need email address to sign up.
Just fill all the informations needed. It should matched on the bank account that you will use(no fake info). If you do not wish to link your bank account, you can also use Gcash for verification, then apply for physical card later. It is advisable for us Filipino because Gcash wont charge withdrawal fee.

PayPal is the most reliable e-wallet ever since. It's easy to apply for an account. I managed to get mine I guess in 2008 and I had even my information there verified so easily.

Its fairly simple to register on PayPal. All you need to enter is information about yourself ( location/address , age , name , lastname , etc ) Some companies require you to have verified PayPal in order for the money to be sent to you so I would advise you to add your card there and verify the account.

Sign up at the PayPal website, enter all of your details and then confirm your account. Make sure you provide real information. I suggest if you need anymore help, go to PayPal support and they should be able to help you.

Maybe? I am not sure. But what I know is that you can reload paypal account even without having debit card, so I guess transferring money paypal to paypal is possible too.

Is your friend from Philippines too? If he is, he can use paymaya for the mean time while waiting for his debit card. He only need $1.5 for verification. That is what I am using right now while I am still on the process to make account on gcash.

It is just like Gcash. I only download the app, register and reload it to verify my paypal. He can use it for the meantime. But, if he can make time to register on gcash, then it would be better. I only use paymaya since I dont have time yet to go to globe and do KYC for gcash, but i will switched to them soon.

Paypal provides best site service we all know comparing payza andPM money . It is easy to create

Download and install PayMaya virtual card on your mobile phone. Register your Cellphone Number with PayMaya. If you have Paypal already, login to your account and add a card. Make sure that your PayMaya has a balance at least $2 or Php100+ to make it sure that the validation will be processed. You have to verify your card. I think $1 or $2 will be deducted from your PayMaya account but it will be reimbursed once verified. I'm using PayMaya for my Paypal.

And for additional information, if you don't have a credit card you could apply for UNION BANK EON CARD, it is a VISA CARD that you can also link to Paypal where you could also easily withdraw from your Paypal account to EON CARD. To get UNION BANK EON CARD you need to apply online to get a reference number. Just go to this link https://www.unionbankph.com and apply for EON CARD. You need to print your application then bring it to the branch that you have selected. You need to bring 2 valid ID's and $7 fee or Php350. They could provide you immediately the EON CARD.

And yes you can transfer fund from Paypal to Paypal it is just so easy.
