no it isn't it's still risky, most hyip site just pay referrals, but if it pays referrals it might motivate others to advertise it and get referrals,

If you scan doubler site and read the faq section some doubler site will state how it is possible , in a nutshell : one person will invest and his payment will come from later investors , that's why being early in a doubler sites somehow pays off, though it entirely depends on the admin
