Have you heard of OVS? They have the cheapest plan possible. And they have mostly unmanaged VPS and dedicated server.You get nothing but a bash shell. So from here you can build the stuff onwards. I have found that in case of the OVS the price is as low as shared hosting. Another alternative is the virtualbox. They have good cost if you ask me though not much high price cheap enough than digital ocean.
 
I recommend you to use Treudler because it has very cheap pricing (Their pricing is less than Digital Ocean, Linode and other providers) and very good support and awesome servers, also they have good sales and more than 4 locations so it's very good in my opinion.
 
OVH's sister company named Kimsufi seems to have cheap unmanaged VPS plans. And it can be pretty raw server with console access. You have to learn the server administration to get things right. I know many people are not aware of this but it takes time for learning those things. I'd recommend starting with vultr or OVH which can have both managed and unmanaged VPS.

Yep, kimsufi is crappy but cheap and you can get more resources for less than other places. I recommend but understand that you are on your own.
 
Yes. Literally nothing is given to you. And you have to install things from ground up. Not even the control panel is given here. So you are pretty much under limitations of learning things. I have had trouble with vultr and OVH too. Thats how I have learned how to get the most out of the linux by learning to go through shell and also learning how to upload files etc. Its a work in itself.
