I Don't have programming experience , but I need to create a website in my way
I have a lot of ideas , But I can not actually apply them

For creating your website from Scratch, Yo need some Basic Programming Language Knowledge like HTML for creating the Template of your website, PHP for it's work perfect .
If you Know the Basic of these Languages you can make it.

any hints @HakimEl what you want, so we can help, no need to open fully your website topic/theme, only components that you wanna implement:

• is there comments
• forms that send/reiceve some data
• graphs
• content management/ static pages
• login/registration
• and so on ...

Try joomla or css html website templates. u dont have to be a web designer to have you own site up and running. Google teach yourself ... the language you want to learn n u will b a pro in 21 days

I'd say go with the squarespace and wix or weebly. You'd find that you just need to use drag and drop builder. And this can be possible to see how easy to understand process. And also the online builder it is possible to make use of the language and build better website. I think wordpress is better if you have got the grip on the online page builder. It is surely better in that case as well.

If you don't have programming experience then I would advise you to create a free website on services which offer free website building. Just search on google , free website builder. If you plan to get into web programming then I would advise you to go for JavaScript since its one of the key languages in web development.

first of all to learn PHP you should have some knowledge in SQL/MySQL to create a database for your website so take a look to this website w3schools.com it have some courses of programmation languages to build a website.

Go to any hosting providers like Namecheap, Hostgator or bluehost then buy a host and a domain name.
Install WordPress and that's it you are good to go.

You can host on Dropbox for free and you have to build from scratch, but in a very simple way.

even if you didnt have a knowledge in programming, you can still make your own website, and you have mention that you have knowledge in html and php, you can enhance your knowledge with it by searching it in internet or by watching video tutorial in youtube and you should try to read about CSS.

You can still create a website with little or no knowledge of programming,most things we need to apply are on the web,just create the site by buying the domain name and hosting for a year and start off.Any other tweaking to the site can be learned through tutorials to apply.
