Latin American countries like Colombia and Mexico offer diverse opportunities. The Caribbean especially the Dominican Republic, is hot for real estate because of tourism.

I think those with fat wallets in India might go for Real Estate investments in Bulgaria and Romania but in a selected way.
India too is a good market but the legal framework needs to be simplified and made more attractive as that is a big hindrance to bigger investments by overseas investors.

Costa Rica and Panama are good tourist and investment destinations owing to its proximity to America. Investing in real estate in those countries would make perfect sense. Cambodia too has a lot of coastal beaches and it's fast turning to a tourist destination. Offshore real estate investment would work very well there.

I think among these the Political environment and stability, Economic Factors and how much the rule of law is followed are the most important.

I see Colombia as a perfect destination for offshore real estate. They have a vibrant tourism industry which fuels market for real estate. Their visa process and regulations for owning real estate is favourable. And ultimately, the cost of living is low enough.
