Yes, account is verified.
My country is only allowed to send payments.
I contacted Paypal they confirmed it.
Even Mr. B tried to send money but failed with an error.

No, you cannot transfer from Paypal to Payoneer. Paypal removed this option years ago.

You can withdraw the money from Paypal to your Bank Account and you can send money from Payoneer to Payoneer with your Bank Account.
 
I know I still have some amount in my Payoneer account. I'd like to help you but I'll check it first if the money is still there and if I would be allowed to transfer a little amount.

I got around $6.5 to transfer.
 
I have my balance but I don't think Payoneer would allow me to transfer fund. Probably because the balance is less than 50. I only have 26 on my account. When I tried to click 'make a payment' it says "Before you can make a payment, you need to receive additional payment." Much as I wanted to help, I don't know if I can do it.
