I don't seem to understand the question of this post.
First, let's clarify things. Google did not personally have any issue with Huawei, it's only complying with US ban on Huawei products just like other companies are also doing e.g Microsoft. Most of these companies rely hugely on the US market, and failure to comply with an executive order means they are risking getting a sanction.
Second, the ban does not mean Huawei can no longer produce android phones, they just no longer have license to produce Android phones with google product e.g (Playstore, Gmail, Youtube etc), also they can't get any technical support or update from Google.
Huawei still have access to open source Android OS, which means they can use it in building their own customized Android OS with built-in alternatives to Google products, which also means they can still be producing and providing technical support for Android phones (outside US market) without Google Apps.
Thirdly, i don't see how the ban will affect developers, or development of "minning apps" or app development in general, except if you are a developer developing for only Huawei phones (which is unlikely).

@matt9005 stated, most "minning apps" are scam (or kinda). Google updated their policy a while back to prevent devs from uploading apps with built-in miners to playstore (if you do this and you are caught, your app will be removed and you will get a strike). Prior to this, some greedy devs were crypto jacking by including hidden webviews in their apps/games which mines monero with the help of platforms like CoinHive. This drains users battery and causes their device to run hot. So in order to comply with industry standard, Google updated the Playstore and Chrome Web Store policy to ban all apps that included crypto minning script. Although it is important to note that you are still allowed to upload "minning app" to playstore or chrome web store, as long as it's minning in the cloud and not on the actual device.
So when it comes to "minning apps" on playstore, it's either it's a scam, which means you end up wasting your time and won't get rewarded anything, or the app is just a GPT apps, which means you get rewarded cryptocurrency for completing surveys, watching ads etc (no real crypto minning is actually happening on your device).
Some of these apps are actually legit. I used one called Doge miner in the past (can't remember it actual name), i was able to cashout about 3Doge in just 3days of usage which IMO is not worth the effort. My advice is if you are interested in stuff like this, stay away from apps that promise huge reward cause in most cases such apps are scam (they are alot of them on playstore). It's just unfortunate that Google allows those scam apps on playstore.
TLDR; Google revoking Huawei license has nothing to do with apps so "minning apps" are not affected.
