As usual, there's not an overall best choice, for it all depends on your needs, but I'll give you my subjective opinion.
If I had to choose one, I'd go with W3 Total Cache: not only it's free, but it also features a ton of advanced options, so you can optimize just what you want. The only downside is that it's a little unintuitive, especially if you're a beginner, but I'd rather spend some time trying to fully understand how it works than go with a simpler but less powerful alternative.
The thing is, unless you know what you're doing, chances are WP Rocket will be the fastest option, so, if you have cash, I'd suggest getting it. Tweaking W3 Total Cache takes time and effort, and you could also not find the ideal set-up for your website, leading to inferior results: in this case, WP Rocket will solve all your problems. It's quite expensive, but there's a good reason for that.
WP Super Cache is still a nice option, and it's in-between the two: it's free, but it's easy to install and set, and there will be notable improvements. I'd go for this one if you don't want to bother with W3 Total Cache's advanced settings, but also don't want to spend any money.
