Have a look at some of the most popular ones (so that there's a higher chance you might find them useful, too).
  • W3 Total Cache: This is a must to improve your website's speed. It deals with stuff like browser caching, code compression, improved rendering in your behalf, and this will greatly improve your website overall speed (as well as web server performance).
  • Yoast: I know, this is for SEO, too, but it can be used for much more than that. First of all, it improves stuff like RSS, it can help you modify your robots.txt and .htmaccess files more easily, and it will also help you write better articles (as in, more search engine optimized one), especially when dealing with descriptions.
  • Akismet: If you have a comment section, then you also need this. This plugin will automatically check your comments to see if they are spam or not. This plugin is free for personal websites and paid for business websites.
  • Captcha: Pair this with Akismet to avoid possible spam comments completely. It does exactly what you think: puts a captcha people need to answer before commenting.
  • Contact Form 7: If you need feedback but feel like comments are not the right thing for you, then how about one of the good, ol' contact forms? You can customize them any way you like, and you can use Akismet and Captcha to avoid spam with this, too.
  • BackWPup: Sometimes, things go wrong, and so we should do everything we can to minimize the consequences: this is why backups are fundamental. With this plugin, you'll be able to periodically save all your important stuff in a nice .zip file you can easily restore on a FTP server, Dropbox, Google Drive and much more. This is particularly useful for news websites, since you most likely won't be able to save every single article you write somewhere (either online or offline).
  • Slider Revolution: You never know when you'll need a slider on your website. It can be a nice way to display images or thumbnails for your news, and you won't have to code anything!
  • EWWW Image Optimizer: If your website has a lot of images, there's a chance they may slow it down a lot, so we absolutely have to reduce their weight. This plugin will optimize PNG and JPEG images with almost no quality loss. This is highly recommended since image size is a parameter analysis tools like Google PageSpeed Insights take into account to give any website a score.
  • WPFront Scroll Top: If your website has long pages, then adding a nice scroll-back-to-top button will make navigation much easier for viewers, especially on mobile. You can customize the way the button looks (you can even use a custom image), when and how it appears, the scrolling animation and much more.
  • Cookie Notice: If you're going to monetize your website with ads, because of the recent change to cookie law regulation, you'll need to notify your users about that. This plugin will let implement it and customize it (displayed text, appearance, colors, etc.).
I have probably missed a lot of other useful plugins, but there are thousands of them. Make sure to check out the official Wordpress Plugin page to see if you can find anything useful.
 
While this is a very good question, and one that I'm sure everyone who's new to WordPress will ask, I'm not sure the answer is going to be that easy.

In total isn't there about 35,000 plugins that can be used across the WordPress platform, and that number is growing all the time, so finding what you need might be a bit of a challenge without us knowing just what your using WordPress for.

All I'll do is list a few of the plugins that I've used in the past, and then you can have a look at them yourself and see if they're any good to you.

All in one SEO pack, Redirection, PubSubhubbub and Buddypress are a good starting point to begin with. I've got no doubt that other members of the forum will probably go on to list what the other 34,996 plugins are and what they do, but hopefully I've given you something to have a look at to begin with.

Good luck with your blog, and don't forget, you can't monetize a free WordPress blog, so if that's what you want to do in the future, either don't choose WordPress (I still would) or be prepared to pay the fee they'll charge (worth doing and it isn't that much)
 
Another important one is the sitemap generator plugin and here I can recommend this one.
Also WPtouch Mobile Plugin for mobile friendly version of your site and WP-PageNavi for page navigation.
And let's not forget Jetpack by Wordpress with cool modules such as Site Stats / Sharing / Related Posts / Contact form etc you can enable these in one click. Most important, I recommend maximum 15 Wordpress plugins, so your website loading speed is not affected.
 
Like I said I think it would help more if we all knew what the OP intentions are for the blog in the first place. My focus was on the SEO side of things, and @PenguinManiac and @I. C. Daniel covered other areas and a bit of everything so you should have a decent amount to start off with @Website

One last thing is that once you've got your plugins, you'll need a plugin to manage your plugins (believe it or not!) and P3 Profiler is one of a number that can help in that respect.

Actually, Jetpack is a lot of "bloatware" and I wont install it, it can rather slow down the page many times as it is very demanding on server-side.

Good server-side infrastructure such as php-fpm, memcached, varnish & ngingx are way more effective then any wordpress-based caching plugin because it runs on a different layer.

Good plugin is turned off plugin :D The less plugins, the faster & safer website is. WordPress is target #1 when it comes to security issues and especially unknown plugins are usually like an emental cheese.

However, I would recommend one plugin as well: Cornerstone or Visual Composer. With a good theme, this piece can help you make a really stunning websites.

Amen, @Jakub !! (However, I'm not sure what you meant by "emental cheese".)

There is one plugin I would love to have, namely, something that every time I try to "invest", (by which, of course, I mean "gamble"), in a HYIP, it would punch me in the nose!
 
I think one can get in as many plugins that one can into his or her WordPress blog,it boils down to what one really needs.I think having a captcha in place is great to keep away spam which could be annoying to visit and also image optimization if one needs a site that will load faster and not too heavy for users and also user friendly. I think any plugins one intend to use should be of more benefits to the users.
