Interestingly Paypal doesn't seem to mind VPNs.....I've accidently logged into Paypal a bunch of times when my VPN was active - not a problem.

So I guess if you verify your account and stay away from breaking any rules you might actually get away with it.Perhaps, Paypal has also never minded that I have a UK account but for the last 20 years have accessed that account from China. It is quite legitimate, I am a UK citizen and the account was opened when I was in the UK, but still I have worried that Paypal might think it's not... but for 20 years, no problems!

Yeah, that is right. Verifying your account using the correct credentials can save you alot from PayPal's strictness. Indeed the unverified accounts seem to be watched more closely. One mistake and you are limited.It has been a long while yes!! But, also, yes my account is verified and that might be a large part of the reason I have had no problems, unverified accounts are probably watched more closely, perhaps also the fact my account was verified using my UK bank account (which it is impossible to open without being a UK resident) has something to do with it - Paypal can be 100% sure the account was opened by a UK resident. So, I cannot guarantee that you can always get away with being in a different location!
