Check their site for more information. But Namecheap shared web hosting plan for about $10 first year it's the better option.

Why would you buy for 3 years, buy for 1 year for $10 and after one year let it expire and buy again that $10 plan.

I am hosted with Hawkhost and their hosting is 2.24$ per month if you purchase yearly or 2 yearly plan. And they have the best customer support. Also they support Lets encrypt which not even bluehost and hostgator is supporting as of now. Another thing is that hawkhost has very good performance for wordpress blogs. I have switched to PHP 7 on their shared hosting plan. And everything seems to be good so far.

I am using a web hosting service which costs 100 rupees($2) per year. It's name is pricelowhosting. I think it's available only in India. I am using its service for past 6 months and there wasn't any problems like lagging or maintenance. You can try it. Really great at this low price.

Probably there is not such a cheapest hosting, only the most suitable one.
Basically there are two hostings:
- Managed hostings are best for noobs because they need to be taken care of.
- DIY hostings like Linode Vultr and DO are the best hosting solution for experienced people, becasue they can take the full control over the resources they pay.
Maybe there is a exception, that's me, I am only 1 year old in the hosting world, in the very beginning of my touching with WordPress and hosting a year before, my friends told me to use my own VPS rather than the sharedhosting, they are veterans and they which way is better for me. So now, I am hosting my blog by myself using Vultr server + VPSrobots panel though I am still know much about codes.

I have hosted my blog for the last 4 years on NoSupportLinuxHosting.com for $1 a month with zero problems that were not handled quickly, so don't let the name scare you. They do not pay any commissions, so I have no reason to blow smoke at you.

My suggestion is not to choose the cheapest but choose the most reliable ones. My personal experience of cheap hosting is terrible.

The cheapest hosting? Probably a Namecheap offer on EasyWp. They usually have big discounts on the first year. Or BuyShared.net. These are the same guys that run BuyVM.net - which is where I host (because they're excellent). Their shared hosting has been a little bit less than a stellar product in the past (from the reviews) but it's still very good and super cheap: $5/ Year if you can get it while it's in stock.

I would never recommend an EIG host: HostGator, iPage, Bluehost etc. They are overpriced and offer a pretty average service because they have a very well paying affiliate program. I've experienced a lot of great webhosts and the ones they recommend on LowEndTalk and Webhosts stalk are usually pretty good.
