I was thinking "paypal" at first, but not everyone has a paypal account whether they are local or in another country.

So if you exchange money or pay them, what is the best way to do it where people who cannot use paypal (or don't want to) can still be paid?

I had a contest last year with another project and I had to pay the winners from USA, Canada, Portugal, France and I've chosen to pay with Western Union, the fee was $14 for $100, the actual prize, their luck was I was paying as well the fees and the guys received the full reward. So yeah Western Union can be a good alternative to Paypal but fees are very high and also you have to get out from your house and do the transfer from a local Western Union agency.

Long back I was using Paypal all the time, but once our government is prohibited for sending money using Paypal balance all the business went in down.
Some times Ive used friend's Paypal for paying money to merchants. Now the only choices are to buy anything within India and pay using Net-banking or Debit Cards.
@I.C.Daniel
You could have used Xoom as it has low fees and the users can collect the cash even in Western union operating Centers.

Thus far, I have only used Western Union and Paypal for paying, but I've seen some other options out there. There were places in Russia and other countries that I wanted to do business with, but the problem was not them but the US restricting them. I could not send nor receive money to them with Paypal or Western Union due to political issues, so I actually had to find someone who could place money into an account out there after I sent it to them with a normal service, just so it would make it to the people who are wrongfully cut off from being able to use global payment systems due to politics.

I'm not sure if that's changed, but I was trying to use either Propay or another service to send money. I encountered the same situation when trying to receive money. If I lived really close to the borders of countries which were approved and not, it wouldn't be a problem because I could walk or drive somewhere near by and do the exchange that way, but when they restrict your country and all good people in it for no real reason, it makes it hard to do business and send money either way. I'm sure you know how that is @suresh with them limiting things to where you have to use net-banking, debit cards, or prepaids.

Usually Western Union has been good about this, but only if I send it in cash to another country. I had a bad time with Western Union over the phone. They played games and told me I couldn't send money to a friend in Romania when I already promised her I would. I was very angry about that, but when I went to the local Western Union station, they told me to not bother using the phone or internet Western Union at all because they do that often, and to just come to the local station, pay cash, and the transfer will always go through.

Western Union is ok if you do it local, but I will never ever use their phone or internet system again after my experience with it. As @I. C. Daniel said, you really do have to leave your house to use it! I wouldn't recommend anyone try over the internet, because they are very different. What took me hours trying to send online and with the internet took only a few minutes at a local station.

I wish there were more or better alternatives. The only one I have seen that can overcome this is bitcoin, but not everyone uses it and the US already wants to regulate and control it to where you would be in the same situation if they can make it like their banks to control it all.

I really do not have an answer to this question. I know for a fact that Western Union is probably a very expensive way to send money in the U.S., not to mention overseas. Wow I can imagine that fee would be outrageous.

I prefer Paypal as it is reliable, but I am not sure the fee if compared to Western Union. Some oversea services buyers send me payment via Paypal too but the fee is borne by my side. And, I have to pay currency exchange spread when I wanna to withdraw and transfer into my local currency bank account.

I don't really send money overseas often at all... only done it once so far and I have used the Western Union. Everything was fine and the money went over really quickly. The only problem that I ever had using the Western Union was with their credit card. One day, I don't know if it was just my country or worldwide, all of their balances messed up and it said that you have no money. It was some bug within their system but you can imagine the panic it caused :)

You meant Westen Union does offer credit card? If yes, it doesn't come to my country market. All the oversea money sending transaction done via Wetern Union have to go thru the banks. It doesn't stand alone.

I have tried paypal, xoom, payoneer and those options work just fine. I don't work with the western union. Because many times those type of the funds transfer can be scam. I have seen that happening with many different type of currency issues. So I prefer not to use the western union. You can also use bitcoin these days. And you don't have to worry about local money exchangers. The person who wants to get the money out can think how to withdraw to local currency himself.

I voted PayPal as it is the easiest one. Though, some people doesn't have PayPal accounts. There may be some countries which PayPal is unavailable, but I am not sending money there anyway. Still, PayPal works for me and I had overseas transactions before using it.

Actually to be honest i have never send money overseas but i have received it via pay pal and its pretty comfortable and reliable. But i guess most people prefer Western Union as well and other such methods. The most important thing to consider in it is the safety of our money and also the processing fee, So i will go with pay pal or Western Union only.

In my line of business i happen to find my self in a local commercial bank where i needed to pay a particular money to my customer abroad. I had no option than to send it through Western Union because it is the online means the bank has to send money oversea. If not before then i preserved Paypal.

paypal once was the easiest but now I say crypot is the best option as u can send to any not just people with a email address and everyone in the world that has internet access can use crypto

I think before the existence of PayPal the western union is the only means to transact money abroad which was full of shortcomings and most times you have to visit the bank before sending and recieving. But paypal have bridge the gap and it has great and available llocal rate transactions with site being friendly and easy.

I have used both paypal and skrill. Skrill charges 50 cents plus their forex rate is about 6% less than the actual exchange rate. for paypal the receiver pays 3.3% plus a forex rate of about 5%. if you use Paypal friends and family the receiver only pays the forex charges.

I use Bitcoin to send money overseas to family in Canada.
All other options you mention are way too expensive for doing a simple thing. Too many fees for most things.
If my nephew wants a new game I can simply send him some btc and he can buy a game online with it.
Its too much of a hassle for most family members atm, but lately more exchanges are popping up that made it much easier for the people that don't know much about tech to exchange it back to USD.
I refuse to use Paypal or any other service like Western Union since they calculate their fees in percentages which is plain robbery.

timebicks recently lost their [paypal account so I am trying to decide if skrill or bitcoin is the better way with skrill the $10 would be reduced to $9.50 , comverted to euros at a bad rate , and then reconverted to pesos at a bad rate . but bitcoin is an unknown, what would I end up with btc . I have an account with coins.ph , a local btc but only use their peso wallet
