For me, I prefer the blogger because it is very easy for any beginner, in addition to that it is from Google and its hosting is free of charge. In addition, you can subscribe to Google Adsense even if you do not get a paid guarantee. Your acceptance remains high.

Recourse you can start your site with blogger and create a simple site with some free plugins that can make your site unique.In all tht you will not pay a single penny to build it up and with all the requirements mate you can even b accepted by google adsense to start promoting some ads and you will have some revenue depending on your engagement and activity on the site.

If you are looking for best website builders then I think using bluehost or builderall will be the best because they make everything fast and simple with less charges so I will really recommend bluehost or builderall for this kind of operation to be executed.
 
Since I'm not much of a coding fan if you ask me which website builder I like the most I would definitely go for Wordpress. I have tried and experimented with several other options aswell but none of them was able to top the kind of service and options Wordpress provides its users
 
Some website building sites or there might be too expensive or overpriced for you , well I think some of them maybe are as the recent surge of businesses switching to online made the demand for websites to go up, if you don't have much budget to spend or invest foe your website you might aswell just learn it from scratch although it might take you some time and lots of testing
