HTML and PHP are indispensable and CSS is a new help in page layout and design. If you need interactive interfaces, you will need JavaScript and Flash. If you need to deal with databases, you will need jQuery, for example.
HTML5 is now the easiest and simplest language in the world, with the need for other languages according to the need and purpose of the site

For web development we have some tools that one must be familiar with, of which we have HTML CSS and JavaScript then PHP, so I think understanding of this languages are required

HTML and CSS, JavaScript and PHp, also SQL are all the basic useful programming language for web development, some are for the front end and other for back end, but most importantly, you must start with HTML

I think all language importance of web programming ,please follow here step by step :HTML, CSS, JavaScript, Bootstrap, SQL, Java and PHP,etc
Agree but you need a basic knowledge about it first then you can start learning it step by step and your first choice is html then Javascript

Now a days for web development and designing,JAVA is used widely!
You can also go for HTML if you want to have less complexity!
HTML is mainly for beginners. You can't built complex sites with it. HTML with CSS file were used once a decade ago. Now JavaScript has taken all over the internet. Also node.js and python is also used. I would rather say to get over of the HTML and stay up-to-date with the latest programming language.

A typical non trivial website often uses 3 layers:
* Client running in a browser. For more details see below.
* Application layer. This is the server part of the application. E.g. Javascript (node.js), Java, Python, PHP,...
* Database layer. Most websites use some / manipulate some sort of data. E.g. SQL database (MySQL, Oracle, Progress,...)

This is simply wrong.
HTML is still used. You can't create websites without it.
CSS is an addtion to HTML. With CSS you can sepatate contentent and style information of a page. CSS files allows you to use the same look for several pages.
Javascript allows you to dynamically handle the HTML/CSS modell in the browser. You can even load additional parts later on.

Conclusion: For up to date websites, you need all 3 of them.

Yes. For a classy website you need all of them. Also, the coding of HTML and CSS and all the JavaScript is very time consuming. Many sites are offering drag and drop feature which is easy to use and you don't need to be perfect at coding still can make good script for website.

Without all the programs available we cant create a site and php is best in my way and the css, java lot of there but especially some of them are very important

Almost every basic web site in the world requires Just HTML(for basic text and structure) And CSS (for the styling or overall look or aesthetics).
Now if your website requires a little more then JavaScript comes in and so on.

It is pretty much straight forward that you might actually just need html to create you raw pages, css to add design and JavaScript for functionality in your site. This is what you need most.

It is first of all very impossible that you will be able to start website development without having to deal with JavaScript. It is not particularly up to you to choose which programming language you are going to use in the back end. This is definitely an area where I will advise you to still stick to JavaScript because it has a lot of community online and frameworks that can make it easier for you.
