Web Hosting that Ignores DMCA?

I have a client that wants to create a website very soon and by the nature of the site we believe he may have copyright problems in the future.

Do you know any web hosting that ignores DMCA?

Try offshore hosting providers as they offer what you want to do. Try with a free domain service provider or else you could lose your domain too, use this internet.bs for domain registration.

It is not just the webhost that is going to be inclined to follow international and federal law. There is also your payment processor, bank, any advertisers and ad-serving network, any affiliated brands, freelance labor etc etc. I admit that as a content provider who send out takedown notices on a regular basis I am biased. But honestly, if you see the trouble why walk into it. Even Kim Dotcom eventually regretted flouting DMCA and is hiding in New Zealand with his assets frozen and awaiting extradition.
 
Bear in mind that DMCA is a United States law and only applies here in the US. If you want to get around that law in particular, you just have to pick any offshore host. Whether or not that's good enough depends on what exactly you're doing. If, as I suspect, you're going to want to avoid international copyright law as well, I don't know what to tell you. Whenever the RIAA and MPAA lose enough profit, they seem to be willing to try to shut down servers no matter where they are.
 
The offshore hosts are your best bet, as long as the laws of the country do not cooperate with the laws of any other that force the issue or jurisdiction back into the law of the country in question.

Usually, you can just host offshore in China or Russia since they generally do not respond to or have any laws against information sharing of any kind whether it is copyrighted or not. That may change partially with China, but more than likely it will remain this way with Russia and other countries in the region that refuse to penalize sharing of any kind of information.

There are some in the US and Canada still around which call themselves "Free Speech Hosts" or "Free Speech Hosting", but I haven't seen them for a while and I'm not sure if they're able to do what you'd need them to anymore. You would be better off looking for a host in Russia or Thailand, but the 5 best countries for off-shore hosting are Iceland, Romania, Switzerland, The Netherlands, and Norway.

Iceland has established a "Free Speech Zone" that legally protects businesses who offer free speech services, and extends that protection to each of their customers. So if I were to choose one, I'd probably go with Iceland, Norway, or Russia, but all of them are good on this.
 
DMCA applies in a great many countries, even more after TPP is adopted. But if the web host, and the actual webmaster of the site, ignore a takedown notice just serve it to any advertiser they are using and search engines. Once they cannot make advertising money and are not listed in Google, they are likely to change their minds.
 
An Icelandic web hosting business called OrangeWebsite is well recognized for its views on anonymity and the freedom of expression. They provide DMCA ignored web hosting, implying they won't take down stuff from your web page without an Icelandic court order.
 
These are web hosting providers that don't take action when they receive DMCA takedown requests, and they often host websites that engage in illegal activities such as copyright infringement, phishing scams, and other types of fraud.
