In my opinion, this is a complete scam. From my understanding, upon visiting the site you mention this is not organic traffic, not real traffic.
Selling $1,5 million unique views for $10 is definitely bot traffic and there will be ZERO conversions. No earnings from it.
This traffic is good to manipulate Alexa stats in case you care about it but nothing else.

Nope, it doesn't help for this at all. You need original content optimized for search engines and backlinks to receive traffic every day for free.
