If you know the basics of any programming language such as conditions, loops, arithmetic operators, functions, veriable etc so it is quite easy to learn any programming language because you just need to memorize the new keywords of that language, one more thing that you must clear four pillars of oop, polymorphism, inheritance, encapsulation and abstraction.

Udemy courses is the next place to go as I see that they are the places that have the best value for money.

I totally agree that YouTube and Udemy are great resources for learning PHP! YouTube is a great place to start because there are tons of free videos covering the basics of PHP. Once you have a good foundation, Udemy is a great place to find more in-depth courses on specific PHP topics.
 
If you already have basic knowledge of programming logic, learning PHP is easy, and you can do it with video tutorials. I learned PHP in that way some years ago, and it's enough to play with WordPress sites, for sure not to build my own CMS or other complicated things. The hardest part in programming isn't about the language, but the logic, like function, conditional, iteration, etc. So a book about programming logic is recommended to accompany such video tutorials. Anyway, you don't need to learn HTML, as it's only a markup language. Well, probably you only need to know how to call PHP inside HTML, and that's it.

Anyway, if you want to build a working app, you need to know that PHP is a backend language, so you need to connect what is in the front end, e.g., forms, and how to communicate with storage, such as SQL database.

i feel having a good understanding of the fundamentals of programming, including the four principles of Object-Oriented Programming, makes it easier to learn and adapt to new programming languages. It also helps to conceptualize and implement programming solutions effectively.
