Yeah that's how it actually works, their skills are needed and jailing them like that won't help at all, they did the same to the ex- yahoo software engineer that got to users accountsNormally these types of people are prosecuted but then their sentences are commuted and they are forced to work for the government without pay for some time.
The US government is not stupid and knows how to process this type of individuals, even Twitter itself must have it in sight.
What this event did was make it known to the world, so an extraordinary publicity was made.
