It is now selling tokens, but at the same time works out quietly for finding it investors for free. Selling new tokens that often have no real project or purpose behind them raises quick cash. Eventually, many of the companies that initially offered the coins were prosecuted by the SEC. But the ICOs never disappeared - companies simply started contacting them or offering them only to investors outside the United States.
