Hello, I found this shortener a while ago and I want to share it with you guys.
The shortener is called Short2Win, the rates are insanely high, because they start with $5/1000 views and go up to $10/1000 views.

Top countries:

Unique views only.
A lot of payment methods as well:

Earning there is very fast because of the high rates, though I did not earned enough to pay out yet.
There is a VERY extensive list of Payment Proofs on the main page, so most likely this shortener is legit.

It seems to have troubles with counting the views, I get about 50% from my unique rate. If you have troubles you should contact the staff, they seem to be very user-friendly and they will help you.

Does views is now counting 100% or still 50%? and what is the rate on the Philippines then? On the screenshot, it does not have any rate for the Philippines or other countries

It does pay, I just got paid few days ago. I think country doesn't matter - you have a lot of payment options to choose from, for sure at least one of them will pay for your country :)
If you are talking about the rates, as far as I know it's $5 minimum for worldwide, however I'm not exactly sure because I'm not the owner of the site, however, my average rate never goes below $5.00.

Since our country rates are listed and @ albellero said the rate for world wide Can't be less than $5 then very likely we can earn $5 per 1000 views
