I think that this shows that they are starting to see the value in bitcoin however they seem to still be unsure of whether it is a good thing or not and hence the word speculative has been used in their statement.
 
I think they are still unsure about bitcoin although they see the value in it the trust in bitcoin isn't that high yet for them to fully trust in it hence being speculative about it

Yes, it is a think of concern we can't invest a lot without analysing anything. Crypto is promising but also comes with caution. So, they also don't trust much on it.
 
In what aspect did he see it as a speculative store of value ,because i was expecting him to give more explanation ,and also crypto is decentralized making it hard to regulate
 
Yes , Crypto is not at all having fixed value , neither it can be , regulation of what , it can never be 100% truely regulated , though exchanges can be regulated , but still they can try
