I'm a huge fan of reddit when it comes to answering your questions. If you find the right subreddit with a dedicated community, you won't have any problem receiving answers to any of your questions!

But since I haven't used Quora or Yahoo! Answers, my pick is biased. I can tell you I haven't had any problems getting answers from Reddit so, I didn't need to find another place to get my questions responded.
 
I'm currently a Reddit user. They will always answer your questions, but that depends of the size of the subreddit. If you pick any sub with more than 20 subscriptions you will be fine. You shouldn't try to fool anyone into clicking links there though, users tend to get quite pissed when they fell they are being used, and you will get downvoted. As for Quora and YA, I'm not a user, so I cant really say for them, but they have good answers too by what I've seen during the times when searching on google for an answer.
 
Reddit is usually a very active community and have members on at all hours of the day, and usually people tend to be a little more informed on it as it's a more complicated site to navigate than Yahoo Answers. I'm not really a Quora user though so I can't really attest to that site's worth.
 
The thing I hate at Quora is that after you read couple answers they force you to register their site to access other answers.
I rarely use reddit, and Yahoo answers is going down in my opinion, Quora answers are much much better.

For driving traffic reddit if probably the best but you gotta be sneaky and very clever to not look like a spammer.

For link juice I believe all 3 have same power, creating backlinks without spam on these networks should give a boost to your SEO efforts.
