hi , i want to buy a virtual card , but i have to know first about these things :
1-how much does it cost ?
2- suggest me the cheapest possible ( if it exists xd )
3- can i use them to buy online from any online shopping website ( aliexpress for example )
4- are they any safe ??

you can try advcash website and ecopayz offer a vcc for around 2.3$ . though it has 0.8$ transaction fees sent by you and 3% exchange on currency

No idea about your country but here, I recently downloaded an app that provides a virtual card. It is an American Express virtual card, connected to the local app which provides financial services here in our country. You might want to visit some banks in your place I remember getting a prepaid card from one of the banks here years ago, it might help you purchase online as long as it has Mastercard or VISA logo on it.

Well , that's the issue , opening an account would cost like 20$ here ( as a student , you pay no monthly fees for the visa and mastercard , you pay only 20$ a year ) , 20$ compared to what i have in paypal is a big amount , however my purpose was to buy some pc hardware to build a mid-budget pc , but it seems like i'll have to withdraw that paypal money into cash then buy some pc just from here ( hardware is kinda expensive here ) , thanks for the reply !

virtual credit card has price about $0.5 to $10 depend on country origin issues and person to person who give you the service however I have no idea that every card helps to purchase from Ali express or anything.
