To at least tell you something, we need more information.
What was the URL to your blog?
Where did you host it?

If your government really blocked it, I don't think anyone here can help you.

Maybe is not blocked by goverment. Probably is by webhosting provider if you posted unallowed content. Does your provider allow your content? Can you login into Cpanel?

Most governments only block sites on the grounds that it is hosting illegal content. That includes copyrighted content, which, judging by the type of blog you run, could be the issue. If the government has genuinely blocked your site, you probably have no hope. I guess you could take it to court, but is it worth it?

It may not be the government, however. The error you've given us is very generic - it could be literally anything. Perhaps you could give us a bit more detail? Look for error codes (like in this picture) or more detailed descriptions within the smaller text of what actually went wrong (like in this picture).
