Users, categories, countries and languages are the best options to post because your pics will be posted instantly and you earn instantly. In the communities section you must wait until your pics will be approved by the tag creator. So if he/she is online only one time a day or one time a week you will need to wait and therefore the earnings are delayed. This can be suck big time because the RPM is changing everyday and the site it's pretty weird... So i see no reason to post in communities section.
Maybe it would be a good idea to create a tag in the communities section. According to the rules any users can earn $$ only by being a moderator for his/her tags created in the communities section but on the other hand i saw that all tags from this section are dead. Are only few posts by the creators of the tags. And probably because no one wants to wait for his pictures to be approved by some moderator maybe tomorow or nest week or who know how often he/she will be online.

This must be a misunderstanding or something
You can directly contact him on Reddit and see what the problem is
He unbanned a lot of users who just asked to be unbanned , even though they were spammers who don't deserve a second chance

If you can upload new posts you're not blocked. According to the new rules if you would be blocked or banned all your post and earnings would be deleted.
