Looks like this method is only good for US residents. How about people from other countries? What would you suggest?
 
Yeah its really challenging to get leads in a tier1 country if you are not from there and you want them to have convidence in your work.Also its important to give a service thst is verified and working so thst next time people will buy in your idea.In my case its iimiting that am from a tier 3 country and its when am devising strategies to build a mailing list and a fun base for earning money online.

Most important part is missing .... WHAT to market to them through email marketing ?
Maybe an Offer to list their names, contact information, schedule, detail about their profession and what services they offer to future client in your local oriented website for a fixed monthly/yearly rate.

No one will pay to be listed in a website or platform that does not already have listings. And to "artificially" make listings for "social proof" purposes takes additional money and time.

Everything takes either time/money, as OP clearly State in the TITLE it takes time.

Thank you very much for sharing this information. I have questions I would answers to, in your example you stated about Zip code or State which means it is more likely to be an opportunity for US residents. Is there a way for non-residents of the US to try this method?
 
You can use some softwares for scarping I used to use automated softwares like Uipath studio it has a learning curve but it will save you some time in the long run
