I think for beginners is tough in the wild web hosting world and reselling web hosting would be a better option for now, once you acquire experience you can create an web hosting company. All the best!
 
Heres how you can approach this idea.

1. Buy reseller hosting account. Make sure you get atleast 50GB total space on it.
2. Get the division of plans. Say 15$ per year for 2GB disk space 20GB bandwidth.
3. Start promoting your hosting company. And get people to sign up.
4. Find local people first and then build up the company for higher amount price plans.

So this way you can scale and gain more business. once business takes off go to OVH and other high priced server companies and get yourself and accounts hosted there.
 
It's a great way to make money. You need to build up a audience, consider bandwidth, take a look how to set up web hosting on Google and have at some of tutorials on YouTube if your interested. Good luck.
 
It is also a good way on how to get some first clients if you can offer them a website creation first and then host their websites for years. This way you can ask for more $ bcs you usually sell a managed service. It is not an usual way on how to start a hosting company, but possible one, starting from local barbery.

You can get a "cloud" instance at $25 per month. There are cool providers such as ... (I am sorry IDK if I can put a name here) who offer nice deals to help you start it and save $ while providing professional and reliable monitored service.

Starting the promotion of the company, as @xXInfectedXx mentioned, is crucial. Promote it on the right place and to right people, bcs. you can not beat giants who can afford to offer incentives such as free domains for a year and so on.

It is once again a reason why to start "local" or within your circles, I can only agree with sir above.

For example, I sell script for adult tube site, automated import videos, keywords, etc and for my client I recommend hosting from *** Company. Then I send my affilliate link to client. Double earning for you: tube site script and web hosting.

The plan is good, but you forgot perhaps the most important factor when it comes to offering best web hosting services, the support for fixing customers problems, this is a huge commitment, you need 24/7 support, you need to hire staff to handle your customer's problems.
 
I think you could start with affiliating to learn the ropes that what I'm doing now gather experience before getting into outright selling. From here you must really learned what it entails.
 
I think one important thing you shouldshouldnt forget is the fact that web hosting is a lucrative asset and when trying to sell you must be careful with people to avoid fraud. However I suggest you do thorough background of whoever you're dealing with. All the best
