The thing that catches my eye about this site is their "Plan A" (tier 1) countries which include a lot of countries usually in tier 3-4. That could be beneficial to those who upload files for targeted audience in those countries.

That's impossible. Paid to download sites rely heavily on ad revenue to support them. If you want to earn, then your links will have ads and/or shortlinks. If you don't want to see ads when you are downloading, there are usually options to pay for an ad-free premium account.

It's really neither. You don't get paid to upload or download alone. You get paid when people download the files you upload. So your earnings are dependent on how popular your file is and how many people are downloading it.
