im not sure about the exact websites that offer to set up a blogging platform for free but I do suggest that you apply with google adsence (its free) so that you can make money when people land on your page or click on the ads on your blog (the ads shown will usually be related to your blog)

You have a very good idea. Funding a blog is not that expensive and if you are determined, you can easily make the required money here. But if you don't have much time to be active here, you can start vlogging, by posting on YouTube. This one doesn't require any hosting site. You only need to be posting quality videos to gain subscribers.
