It is necessary
The programmer is specialized in basic site structure such as PHP or ASP and databases as well as HTML skills
As for the designer needs different skills such as dealing Alfotoshob or any image processing program such as Firework and learn to design Flash animation animation and learning the design of pages in a program such as Dreamweaver or Frontpage or Microsoft Expression in addition to the skills dealing with CSS and JavaScript language

Often the designer and developer is the same person who is understood in both sides and has a technical taste

I would personally say that it is not necessary for a web programmer to be a professional designer, but it sure is a good point. Usually, being both will mean that you will probably spend less money on your project -assuming that it would be the same in both cases.
 
"Professional" is just the word behind experience. In reality we all start with failure of one project at a time. And we grow through that. I have failed in many things. And project experiene definitely one being in that. You can see that you have to make mistakes too and build yourself on top of that part. This way you'd eventually get the experience tag and will be called professional.
 
for me, this is not necessary, it will help you yes but even if you are not a professional you can still create a website, it will be a unique one because it is made of your own idea, or you can just take a look for the sample for idea but dont copy their work.
 
Well,I think it works hand in hand so one can actually learn the two simultaneously and be good at it as well.Being a good programmer and a designer is a big plus and it means more money because one will be having more jobs to be done daily.
 
if he wants to reduce the costs then why not, having a second skill is always a positive thing, but creativity is a must when it comes to designing
 
If you are a modern day website developer,then designing is a core part of websites and it gives you ease to create a website of your choice!
So,do learn designing!
 
If you are a front end developer who is going to be working on his own , then it is very good that you should have some basic knowledge about Colours and design. I will also like to comment that it is absolutely not necessary to learn all these if somebody is going to be designing the prototype using applications like figma and then just giving it to you.
 
A programmer's skill set can be expanded and their marketability to potential clients increased by having some design skills, especially if they work as independent contractors or freelancers. Freelancers can take on a larger range of projects because they can provide both programming and design services.
