I think Canva is one of the best free banner maker. Unless you are using premium templates for your banners, you can use canva for creating banners for free. Another free program is Adobe spark. Adobe spark is easy to use drag and drop tool to create banners, flyers, posters, presentations etc.

I would try Canva, I have heard that it is really great, plus it is free.

you can pick up free made templates and edit them with photoshop , they will appear better than the ones that you would get from online websites , since online made templates are public and a lot of people used them already , so your banner won't look unique , same goes to photoshop templates , but the photoshop templates can be edited , unlike online templates .
