When you first start learn web design what was about?
 
You can do so by learning from website like alison youtube and many more both of them are free and have great amount of quality courses that can put you on the path to becoming a successful web designer and therefore you need to invest your time in it .
Learning from YouTube may not be enough when it comes to learning skills like programming. It is a wide course and always need some deeper knowledge before one can be very expert in it and I am sure YouTube will not teach it depeer.
 
Join forums and communities devoted to online design, such as Stack Overflow, the web design subreddit on Reddit, or design-specific groups on social media. You can learn from seasoned designers and keep up with market trends by interacting with others.

From personal experience I do not think Stack Over Flow is for design but for example design coding with some specific language like design with processing which is java code with processing or something like that, not for example to learn imagemagick and canvas means development of design and not design software.

Web design is an interesting career. I would say research the career first, learn all you can about the industry. There are YouTube videos on the subject that are more than useful.
