You ask a good question here the first step is you look for those that like what you are providing because you can never offer a service that people dosnt like and expect them to buy from you or subscribe so what you need to do first is check if those people will like that services before providing one I have been using email marketing for yeard now and I have recorded a good success with it.Did those people on the list subscriber because of what you want to promote?
If not, it will just land in their spam folder, or try will never open it.

That is right. So many advertisers end up in the SPAM folder of you are advertising to the wrong group of people. Especially if you choose to do cold email marketing. This is where the people who receive those emails did not subscribe for them. It is always so annoying to receive such emails. I never even read them, I just mark the sender as spam and move on. Instead of wasting your time sending so many useless emails, you can focus on making an email list of people who are actually interested in what you are promoting.
