Apps is a programming work . you need to programm it from the scratch using the information at the website , but leaving out some features . this is why apps is easier to navigate .

For example if a web application is built with something like angular then it can be easily for somebody to convert it to a mobile application using react native because the both of them are both JavaScript frameworks. You will have to build the application from the scratch if it is any different.
