first of all , you need a url shortner script ( that's available in internet for free and paid , but i'm sure you'll go for the free one in case you're willing to reduce the fees and costs ) , and a knowledge about making a website ( you have to edit the script to make it unique ) , the rest is kinda easy if you know how to setup a website

Yourls is great, but not what you'll want. It doesn't do interstitial ads. I'd say that you really have to code it yourself to stand out, because all the others use the same code and look exactly the same, and it's painfully obvious. PHP would probably be easiest to do it in.

you can create interstitial ads if you want by way of plugins, there's a sample plugin there that you can modify.

try a free one at the beginning (000webhost) , if you notice that there are new users coming and decent improvements then you can upgrade to a paid host

the thing is 000 only allows up to adlinkfly v5.3.2 which is the one where white screen was fixed but it also doesn't count visits so I got 6.4.0 (newest) but 000 doesn't allow the new versions for some reason

Well yeah, just make a free host for now, learn the basics , learn to set up a website, script, and after you see that you have enough knowledge, you can pick a paid one and promote it here or somewhere. good luck bud.
