Before you can get a good answer it would be interesting to know what kind of PTC you are looking to buy. There are broadly two types, a) a real advertising site and b) an investment site.
The first kind has advertisers and earns money from there. The second earns money from people upgrading and buying/renting referrals, it doesn't really need any advertisers.
If you are looking for a little advertising site that will be little trouble to run and earn a few $$ a month then you need very little money ($50) to start. The second type needs a minimum of $500 to start, it is a much bigger project.

and as they told you up you need at least 500$ to start and at least a 1year budget
and don't try to scam just see those big ptc companies like neobux running their big business

May be i could not get the thread starter point of view because as a developer if someone says "starting from scratch", is usually understand that starting a web with core programming.

There are many ptc scripts being sold online, you just gotta test is one by one and find the one that best suited for you to use, just use reputable before buying though.

If you were going to start a PTC from scratch then sure. But I don't think many people do that! If you buy a premade script it is not too hard, and not too expensive to start a PTC

Get the capital first, to give your PTC website a huge boost, you'll have to gift new users, to motivate them, also work on some decent referrals system, it would help.
Get a script and make sure to modify it, so it doesn't look the same as the other PTC's, grab a domain and a host and you're good to go
