but a PC/Laptop is a must so you can manage everything in a very comfortable situation, you can come across some mid range laptops for very cheap, hardware price dropped this year, so everyone has a chance to afford a laptop starting from 70$, of course you don't need that best of laptop to make your own website

You can create a website with the help of a phone. There are many online generators on the internet to help you make the site you want. If you have a powerful phone you can also install Windows Emulator on your phone and learn the basics of programming to then write your website. It all depends on your desire and purpose

There are online courses to learn website designing. and I think are also tools available to design a website. Although it is not very easy to design a website that's why courses are available and in Pakistan there are institutes that teaches to design a website.
