I would keep trying also like others have said if you a public figure it's a very easy thing to do to get lots of followers. However, if you aren't then it's going to be very difficult. I should add making very good tweets can help out a lot. Maybe make a tweet about one particular interest that a lot of people are into then in the next tweet try another.

In the first place, I don't think twitter charges you for getting followers. You post great content in a specific niche, and ASK PEOPLE TO FOLLOW YOU. some will follow you if you. Create partnerships with people who have large followers on your niche, share their content so much, and after some time, ask them to retweet yours. This will take time.
However, if you want super fast followers like 300 a day, I got up to 25 follow for follow websites that will give you that for free. Half bread better than none.
