I have interest in learning web design because it is will be necessary for me to have the skills to enhance my blogging career. I'm open to opinions from members of this forum because I want to learn how to use web design to promote my blog.

If you have money, I'll advice you to buy online course. It'll help you to understand everything about web design. Also, if you have money, you find an expert to tutor you. And, if you don't want to pay, you can try youtube. I believe it'll help you.

Learning HTML5 or CSS3 is easy today with all the free resources that you have at your disposal. Also, if you don't want to learn, there are also many resources that create a web page for little money like Wix, you could also without wanting to hire someone who I designed it for you, there are many people who charge very little to do it and with good results.

If you are interested in making a website, then you have to do something for it. But I would suggest that if you are interested in making a web, then you can start your career on Blogger.Because blogger is giving you back which no one else can give because there are ready made templates from here you can easily learn how to make website
 
It is always advisable to start with free tutorial first. This can be learnt on various websites and YouTube. But we need to make sure we practice every tip that we learnt, this will improve our perfection on that skill.
 
Web design is by learning for of all a frontend technology. So before the frontend technology is to use HTML, CSS and then go ahead to Javascript or to JQuery and then comes the backend technology like ReactJS, VueJS, PhantomJS. And also you could stay limited to level of Model View Controller or Model View Template (for Django develloppers).
 
If you're not looking to dive fully into programming, then I will say youtube is enough to learn what you needed to know about programming. I agree that the knowledge of programming is needed in almost everything we do online now. Youtube has a lot of videos that will guide you through basic of programming.
 
Mentorship is also good, nothing beats one having a mentor in whatsoever field or niche you want to venture into, but most atimes those mentors are always occupied with projects, you can always try paid websites in the likes of udemy, Coursera, LinkedIn
But preferably udemy is my first choice.
There is a lot of promotional offers when you could get even full reduction in udemy course or coursera but it depends from the person how has redactded this course and want to offer it as a free gift for the student how have enrolled in many courses previously.

Well at first I started knowing about web design from post to pay forums while making comments and develop interest on learning of web design then I started going to YouTube to know more.

If you work with an expert they will no show you nothing but they just want from you to work as an observer and not doing anything because they want to keep secret for themselves while will not be the case if someone is learning from youtube as people may subscribe to channel and earn money.
