My site domain authority (DA) is now 19 and PA is now 35+. still, I always avoid 100+ search volume. Of course, you can test it out by yourself, but it's all up to you.

From my experience I won't target 1000+ search volume unless I reach at least 100K monthly search traffic and DA 40+

Honestly, I have been always targeting search volume of 1,000+. I don't see any purpose of writing on keyword with low search. Even if you rank first, there won't be traffic. But with long tail keyword, your high search volume may rank on some searches.

This is feasible if you have for example 10 or 20 pages but it will differ a lot of this case if you have one thousand or 10 thousand page created over the years then it needs a life to check all of them or need to hire people for do the work instead of you because you cannot do alone.

Dont ramp up your content with stuffed keyword that add no value to the content. Google have penalize some sites because of this practice. Google want a quality content that is well researched, that add value to the users.
